In 2009, while lecturing in San Diego, California, Leon Krier developed a concept to redevelop neighborhood centers from intersecting street grids. Howard Blackson (me!) has further refined this idea to solve for two issues: 1) Redevelopment value without condemnation; 2) Coding for Community Character as intersecting A Streets are different than intersecting A/B streets with or without alleys. The cities of Chula Vista, CA and Starkville, MS are currently investigating this truly urban concept.
